Moldova became an EU candidate in June 2022 and is negotiating accession. In 2026 the EU opened the first negotiating clusters: the fundamentals on 15 June (Council of the EU) and external relations on 14 July. Candidate status does not make EU law applicable. The Digital Services Act does not apply, and content on a server in Chișinău is assessed under Moldovan law. The government has drafted a national Law on Digital Services that would partially transpose the DSA; we will update this page when it is adopted.
Article 32 of the Constitution guarantees freedom of opinion and expression. RSF ranks Moldova 31st in 2026, up from 35th. Since 2022, however, authorities have blocked dozens of Russian and pro-Russian news websites on national-security grounds at the request of the Information and Security Service (SIS), first under a state of emergency and later through the telecom regulator. Press-freedom groups have criticized the lack of judicial review (Freedom House).
Courts and removal orders
Law No. 284/2004, which transposed the EU e-Commerce Directive, protects a host from liability for content stored at a customer's request, provided it has no knowledge that the content is illegal. Copyright disputes go through the courts under Law No. 139/2010 on copyright and related rights, and Freedom House notes that restricting content in Moldova usually requires judicial approval.
There is one important administrative route. Since November 2024, amendments made by Law No. 200/2024 allow the heads of the cybercrime units of the Ministry of Internal Affairs and of the SIS to order hosting providers to remove content at the source, or access providers to block web pages, when the content meets criteria in Article 4² of Law No. 20/2009 on preventing and combating cybercrime. The criteria cover matters such as child sexual abuse material, computer fraud, malware distribution and schemes that push people to reveal sensitive data. Blocking lasts 30 days and can be extended to 90. Orders are published and can be challenged in court, but a challenge does not suspend them, and a 2025 draft implementing instruction would require providers to comply by the next working day (Government of Moldova).
Data protection and retention
Law No. 195/2024 on personal data protection entered into force on 23 August 2026 and replaced Law No. 133/2011. It substantially transposes the GDPR: the same legal bases and data subject rights, accountability, impact assessments and breach notification. The regulator is the National Center for Personal Data Protection. Moldova has no EU adequacy decision, so if the GDPR applies to your processing, storing personal data on a Moldovan server is a transfer to a third country and needs a safeguard such as standard contractual clauses.
Retention rules are stricter than the rest of the picture suggests. Article 7 of Law No. 20/2009 obliges service providers to keep records of their users, to store data that identifies users and the channels used for communications for 180 days, and to preserve specific data for up to 120 days when the authorities ask (Freedom House; Venice Commission). The Interior Ministry can also order immediate preservation at the request of foreign authorities. Telecom operators must additionally enable interception, which requires a judge's order under the electronic communications law.
What we keep is set out in our privacy policy: your email address, your balance and payment records, your sign-in sessions (browser and country, never the IP address) and your service records. We do not log or inspect the traffic on your server.

Moldova is landlocked between Romania and Ukraine, so every international fiber route leaves through one of the two. In a straight line, Chișinău is about 100 km from Iași, 360 km from Bucharest, 400 km from Kyiv, 950 km from Vienna and 1,500 km from Frankfurt.
The incumbent operator, Moldtelecom, held a monopoly on international access until 2010, when other operators gained their own gateways; several providers have since built their own cross-border fiber (Freedom House).
